The following letter was prepared by the FOB-MS nucleus together with SIGA-DF,
with the aim of presenting it at the IX Great Assembly of Guarani and Kaiowá
Women held in Brasília from September 2nd to 6th. The letter follows the
participation of our organization through the Earth and Freedom Block in the Camp
for Life and in the different acts against the Temporal Framework that demarcated
the largest indigenous mobilization in the country's recent history, followed by
the camp and II March of Indigenous Women. ---- We, from the Federation of
Revolutionary Trade Union Organizations of Brazil (FOB), salute the members of
Kunhangue Aty Guasu and the entire Guarani and Kaiowá people for their historic
anti-colonial resistance, built with the strength of chirú , mbaraká and
takuapu, with the prayers, memories and dreams of the nhanderu and nhandesy,
who guide the warriors and warriors for the liberation of the tekohaand good
living. We thank Kunhangue Aty Guasu for the space to participate in the national
indigenous mobilization, accompanying her delegation, and her assembly at this
important moment of struggle against violence and violations of the lives of
indigenous women and their territorial bodies. Here we join the voices present in
the face of all silencing.
As revolutionary syndicalists, we are guided by the autonomy, combativeness and
self-organization of workers for their rights and for the construction of a new
world, walking side by side with the peoples of the countryside and cities. We
are not and do not have any links with governments, institutions, parties or
companies. Our organization believes that solidarity, as an important tool of
struggle, is built from the base, through the daily work side by side of the
people. We believe that only the people save the people and that is why we join
the call of the great uprising for the land and for life that indigenous peoples
throughout the country have called.
Through the Earth and Liberty Block, we followed the Levante Pela Vida camp
throughout weeks of mobilization and we noticed the Supreme Court playing the
latifundium game again, by postponing numerous times and hindering the conclusion
of the Temporal Framework judgment, in clear attempted demobilization and
delegation of the decision to Congress. The bases of the indigenous peoples,
however, in all corners of the country, blocked highways and gave a clear message
to the government: the peoples will not bow to the threats of the Temporal
Framework and of PL 490/07. This context reinforces the watchwords: it is
necessary to advance the retakes and destroy the latifundium , to free the
peoples of the countryside, forests and cities from oppression and exploitation.
We understand the Guarani and Kaiowá repossessions as schools of struggle and the
importance of occupying the land to bring forth the healthy life that has been
murdered by the genocide against our people. For this reason, we will spare no
effort to fight shoulder to shoulder in the retakings of the tekoha and tekoha
guasu that, one day, we are sure: they will finally be recovered from the
clutches of the latifundium.
In this political moment in Brazil, of the advance of Pocket Fascism, the
expansion of the exploitation of indigenous territories and the precariousness of
the lives of poor-black-indigenous people, we are following in MS the increase in
violence against the Nhandesy and Nhanderu, the fires in prayer houses,
physical and psychological violence against indigenous women, femicide, attacks
on repossessions in the midst of a pandemic when people face deep precariousness
in the indigenous health sector, hunger, unemployment and the increase of working
conditions. We also noticed the advance of land leases for planting agribusiness
monocultures, which is part of the same extermination project behind Bills such
as the 2007 PL 490 or the Temporal Framework, pitting the people against the
people in internal conflicts caused by the karaí - non-indigenous - owners of power.
These violences are part of the capitalist, colonialist, racist and patriarchal
world that imposes a violent way of acting in the world and that affects mainly
the territorial bodies of indigenous women.
Inspired by the words of Facundo Jones Huala, an important Mapuche warrior, we
affirm: The latifundium and exploitation are the source of our misery and the
situation of domination. The latifundium seized most of the Guarani and Kaiowá
sacred lands and subjected us, as popular majorities and with greater brutality
to the indigenous peoples, the condition of exploited for the benefit of the
Karaí. Through the recovery of lands and the destruction of the explorer's
private property, the Guarani and Kaiowá being will be strengthened, weakening
the Karaí economic and political power. Capitalism divides us into classes: on
one side the rich, on the other side the people; colonialism for more than 500
years tries to erase our existence, and is directly connected to racism;
Patriarchy is the great system of domination and violence against women, which is
the basis of all States.
The system we live in, defined by the Guarani and Kaiowá as the capitalist karai
reko , cannot be reformed . The time has come to react, to prepare the great
indigenous and popular rebellion for the land,so that we can free the whole world
from oppression. The fight of the Guarani and Kaiowá is the fight of all freedom
fighters. We hope that in this historic moment, everyone rethinks the true
history and also the structure of this oppressive and capitalist society that
keeps us in misery, which is maintained through the force of repression and
torture, because of the police pigs that keep us incarcerated and they look after
the interests of the powerful, the rich. During these weeks of mobilization and
during the great assembly of women, the Guarani and Kaiowá will teach a history
lesson, they will transform this history of oppression that for over 500 years
has kept us on the fringes. We are ancient freedom fighters, comrades and
comrades. Our victory will only be possible when we join forces in an alliance of
rural and urban peoples, among the exploited and oppressed peoples who are now
rising up around the world against capitalism, colonialism and patriarchy.
Faced with the imposition of a state of war, our people will not succumb in the
sense of being subjected or remaining oppressed, we have the legitimate right to
rebellion and defense.

The Temporal Framework postulates that indigenous peoples would only have the
right to land if they were occupying it on October 5, 1988. PL 490/07 changes the
way land demarcation is carried out, transforming it into a project through the
National Congress, and allows the entry of agribusiness and extractivism in
